Expert Testimony: Tips & Techniques for NJ Appraisers and Assessors: This seminar will provide guidance from an experienced property taxation attorney, an experienced MAI/CTA appraiser who is regularly engaged in Tax Court and County Board of Taxation hearings, and an experienced Tax Assessor who is also a County Tax Administrator. The seminar will focus on when to consider settling a case, when to proceed to Tax Court and when to negotiate a settlement. The other focus of the seminar will target common mistakes made by tax assessors and appraisers when providing expert testimony.///  A View from the Bench: Judge Andresini will discuss tax court issues & recent cases from across the state. His insight and experience will be a great benefit to all. ///Pamela J. Brodowski, MAI, ASA, CTA, is Principal of BRB Valuation & Consulting Services. She is a Certified General Appraiser in New Jersey and New York with approximately 30 years of professional experience with real estate appraisals. Ms. Brodowski has appeared as an expert witness before numerous New Jersey County Boards of Taxation, the State Tax Court of New Jersey, the Superior Court of New Jersey, and the Supreme Court of New York with major clients ranging from corporations, financial institutions/ law firms/ accounting firms, municipalities/courts, and state agencies/ courts/other jurisdictions. ///Jeffrey M. Gradone is a Partner at Archer Law. He concentrates his practice in the areas of local property tax, redevelopment and condemnation. Jeff litigates complex property tax appeals in New Jersey, New York and Pennsylvania. He advises clients regarding property tax issues and liabilities, and pursues property tax exemptions, abatements, and other incentives for real estate development projects. Jeff also handles a variety of complex condemnation matters on behalf of property owners. Jeff has significant experience negotiating and obtaining tax exemptions and abatements for developers under New Jersey’s Long-Term Tax Exemption Law and Five-Year Exemption and Abatement Law. These programs provide for payments in lieu of taxes to help minimize property tax for new development and redevelopment projects, or to locate a project in a distressed or blighted area. Through these programs, Jeff assists clients in securing property tax exemptions, which would be in effect for a set period of time. Those clients have been able to make an annual payment that was much less than what their traditional tax would have been. Jeff’s clients have been able to save in real estate taxes, as well as increase the fair market value of their property. Following law school, Jeff clerked for Judge Harold A. Kuskin of the New Jersey Tax Court, where he worked on seminal cases involving taxation of heavy industrial facilities and issues related to long-term tax abatements. ///Diane Hesley, CTA, is currently the Camden County Tax Administrator. She is the Immediate Past President of the Association of Municipal Assessors of New Jersey and is a member of the NJ Chapter of the International Association of Assessing Officers. She is the Part-time Assessor for the City of Linwood in Atlantic County. Diane is also an instructor for Rutgers University teaching property tax administration. She has been in the assessment, reassessment & valuation profession for over 30 years. ///Joseph M. Andresini, P.J.T.C. took the oath of office as presiding judge on January 16, 2018. Judge Andresini began his time with the tax court in October 2009. Prior to that, he served as a Municipal Court Judge in the Borough of Haworth. He earned his Jurist Doctorate from Seton Hall School of Law in 1984.
